Seat Issues

I know this belongs in the interior part, but I am trying to get an answer quickly.

My brother just bought a 2010 2500 and is having issues with the seats not folding up. They will go about 1/3 of the way, then they just stop.

Please help. I am trying to diagnose from 1000 miles away.

not to be an ass but have someone move it while he looks under there. should be easy to figure out after some observation. its a simple hinge.
