Spare tire hoist

Did all 3rd gen trucks come with a spare tire hoist. Just bought my dually and the spare is just bolted up with allthread. Cant imagine how i will ever be able to lift a dually wheel back in place. Is there a retrofit to install a hoist.

Previous owner probably cut it off due to rust but if the bracket is still there, you can replace the hoist. If it’s not-rotted that is.
