okay so i have a decked system in the bed of my ram which makes the in bed tie down hooks useless. Is there a way to add tie downs hooks to the little holes that are on the inside of my bed in each corner? not the holes on top of the rails but the holes about 2 inches under the bed rails

Most of those dual-layer bed systems I've seen have built-n tie-downs for that very reason. Are you overlooking existing options? Could you run a short strap and shackle up from the stock tie downs to clear the decked system? How is the system secured in your bed currently?

they have an optional set of rails you can instal, but they are meant more for mounting bike racks and things like that. I thought about trying a short strap and shackle but wasn't sure if it would put too much lateral load on the decked system. Right now it attaches to the stock tie down locations. http://www.amazon.com/Pickup-Pocket-Pop-Up-Tie-Down-Package/dp/B008I4Q8QA There are tons of places that sell them. Maybe try to google some different alternative tie down systems in trucks and see what others have done that's "outside the box"

I bought a set of those for the stock pocket locations but they don't fit in the holes under the bed rails. I may have to just widen the opening so they fit where i want them. I will try that google search as well

I have those and you just need to trim the rail caps a bit and cut the front ones out. They work good I've had them on my last 2 trucks.

I'm not trying to put them on the rail though
