Tow hooks.

I installed factory tow hooks on my 2015 1500 and the passenger side is at least 3/4 of an inch lower than the drivers side. Weird [emoji57]. Everything lined up perfect on the install and I don't see any way to correct it. I'm also not sure why Ram wouldn't have centered them in the bumper hole.... But they do look good [emoji14]

Tow hooks

I installed tow hooks the same as you and had the same problem, so I loosened the bolts that attach the bumper and it turned out when the bumper was installed and tightened at the factory it wasn't straight, it was a little higher on one side, so loosen it up on both sides and check the alignment and re tighten and it should be good hope this helps you
