At idle my voltage is in the middle. When accelerating or cruising down the road the voltage is high. When hard accelerating it's almost topped out. Then when using anything electrical such as rolling windows up and down the voltage drops. My PRND light on the dash also went out recently. Could it be the voltage regulator overcharging?

That sounds like the symptoms of a bad voltage regulator. The regulator is built into the alternator, so it would require replacing the alternator. I would first get a multi meter and check to see what the actual readings are. Take a cold (non running) reading of the battery. Take a running reading, then have a friend rev the engine to around 2000 rpm and take another reading.
