What is this and where does it go?

I remember cutting it from the rear of the heads when i pulled them. I bought a new one for my install but for the love of Christ I cant remember what they bolt to.

I cant get the picture to load buts its two foil/mesh looking ground straps with joined by a connector that splits into two straps. one has a star looing connection on it.
