What is this orange two-pin connector?

Hi Folks, I am fighting a no start condition on my 2004.5 Cummins. I am wondering if the culprit is the orange plug shown in the picture below—sitting on top of the fuel filter? Anyone know what this is and what it should be connected to?

I don't own a 5.9L but my guess is that it powers a fuel switch. Maybe you could look around near the fuel system and find the port it is supposed to be plugged into?

Thanks. I think it may be for a fuel pump option.
