Won’t crank, steering wheel won’t lock

I’m having a problem and am looking for help. I have a 2001 ram 3500, with a 5.9 Cummins , with 6 speed manual transmission. As I tried to start my truck, the starter engaged momentarily then cut off. none of the panel lights are on and the steering wheel lock won’t engage with the ignition switch off or on, and there is a clicking noise that I can’t locate precisely but seems to be in the area of the dash. Any suggestions would be greatly appreciated.
