I'm surprised he didn't drive off.I told him how much of a ************* he was, in front of the cop. But it doesn't matter, because he will keep doing the same **** untill someone is seriously injured.
Here in Houston, in certain neighborhoods virtually every car has fake paper plates, no registration sticker, no insurance, no inspection, and if they hit you they just drive off as you can't tell who they are from the fake plate.
HPD does nothing about this and if you phone it in they'll even just tell you that's an insurance matter not a police matter, and the chief a while back even admitted on local news that about 80% of the paper plates are either completely fake or paid for by certain dealerships that will sell them fraudulently for a small fee to anyone that asks, even though its only meant for newly sold vehicles. Most of the vehicles you see there have at least some body damage, as they just drive them GTA style. Insurance companies know its wasted time and effort to pursue them, so will just get you for your deductible and take no action against the uninsured driver, because even if they get a verdict in their favor the uninsured driver would never show up to court or pay and the courts simply don't care to enforce the law against those types as they apply the "no blood from a stone" rule and it just costs them time and money to incarcerate.
I wouldn't mind bringing public caning over like they have in Singapore for habitual offenders. There's a reason its the lowest crime major city in the world, as it costs almost nothing, shames the criminal, and offers entertainment and sense of justice to the victims that get a good show.But these types know essentially nothing will be done to them.
