Fuel gauge not reading

I have a issue with fuel gauge not reading
I have gone thou every thing at lease 8 times
I bought a new fuel level sensor and drop the tank and installed it I test the old one and it was reading ohms both was reading 59ohms as I move the level sensor it would go up to 999 ohms no dead spots so it told me it was good but I change it any ways. I took the cluster panel off and Inspect it no damage to the board I reinstalled it ran a ipc test on alfaobd gauge is working but keeps going back to empty this happen because the truck was empty on gas for a long time little over a year now that I am back and I just add a full tank to day still reads zero. On start up the gauge flinches a little but doesn't raise.
Does anyone else have any ideas I am all out

Sounds like a short. Many times it is where the wiring for the sending unit rubs against the frame above the fuel tank. Another possibility is a loose connector on top of the tank.

Yea I thought so too but wiring is good test it many times and it is connected because I am able to drive around.
