Constant power not working when ignition is off. Fuse #11 is good. Wiring looks good. Should I replace the outlet?

1. Are you sure it's supposed to be a constant 12v outlet?
2. are you getting 12v at the outlet itself (at the pigtail)?
If it's actually supposed to be 12v hot all the time and you're getting 12v at the pigtail, then yes replace it. They do crap out over time.
