2006 5.9 3500 quad cab short bed with 81k on it.

The rear breaks are either locking up, or sticking (depending on what it feels like doing at the time) while turning back to the 12 o'clock position. Problem is not EVERY time the truck is returning to straight, but it happens quite often.

Power Steering pump going? Their not cheap, and an upgrade to the 2007.5-2010 mopar kit would be the route I'd go, which is even more expensive if I have to go through this.

Sounds like the rear calipers piston maybe sticking .Brake lines may have a little rust in them and rust behind of piston too.Brake fluid will draw water and brake fluid will boil too and it is very corrosive .
