Does anyone know why my 2016 diesel freewheels instead of downshifting when you are slowing down and you hit 1200 RPMS, even with the engine brake engaged

Nothing. I have to bring the rpms back up to 1200 again before it does anything. I test drove another 16 yesterday to see if it was just mine and it did the same thing. My 2015 didn't do it so I'm really confused as to why they would make it like this.

Does it "freewheel" or does it just seem like it because it's in OD? Does it feel the same if you manually put it in a lower gear?

What engine brake mode are you in? Mine's in Full vs. Auto and it slows me down just right. Transmission is in full auto and I agree...they seem to freewheel.

It's in full and it hits 1200 and then drops to 700 and it flys down the hill or just coasts and won't downshift. If I manual downshift I have to downshift all the way to 3rd or 2nd

The people at FCI said I should put it in tow haul all the time because it's more aggressive. I shouldn't have to put it in tow haul for everyday driving.
