If all your going to use the hitch for is light duty(wave runner, small utility trailer, bike rack, etc), buy the simple bolt on version (#2).
For heavier use I'd up to the #1 style but Class IV rated.

OK, I am a lil confused. WHY does the truck (a 2020) not already have a factory installed Class 3 hitch. MY 19 came with an Optional Class 4 Hitch factory installed. I have not seen ne trucks in a while not having a factory hitch, hmmmmmmm.

Do you think it would the simple bolt on one would be fine for a side-by-side on a 14 foot trailer?
Plenty, unless you have some fully loaded portable 14' repair garage trailer. I'm guessing the SxS on a flat open trailer is 3K lbs or less. If your trailer was going to be in the 5K lbs and above range the Class IV would be a better choice.

Rental fleet trucks get built without a receiver, it possible there have been lack of parts due to the Covid shut downs. Could see more vehicles build without a receiver.

My truck didn't have a receiver when I bought it. It has it listed on the build sheet but has the words "delete" next to it along with the bed liner. I'm guessing the dealership ordered it without it hoping that the future owner would pay to have them install it. My truck has a 3.92 rear so it's a towing truck and that's what I use it for. But I didn't buy it off them. I bought it and installed it myself.

I would go with the heavier one, option 1, #13374 just for piece of mind. Plus, you just never know what you may pull in the future. And it is an easy install.

Go with option 1 and do it right from the start.

This. While your 2nd option might be 'good enough' for your current use, you may in the future find you want to pull a bigger trailer with more stuff on it (friend's quad, a camper, etc) and then you'll still end up buying option 1. Just do it right the first time.

OK, kinda amazing, but OK... I's just a BOIRD, but why would FCA even offer a truck w/o at least a class III Hitch, hmmmm, more ways to make $$$$ I guess.

CAVEAT: I would not own a truck w/o a Class IV Hitch and also TT controls. When I bought MY 19, it came w/o TT Controls. I had Dealership install and program on their Dime. Told em, U install, and put in and program, or I would not buy truck,. Had it put in writing on contract. Since I was trading up from a 2015 ED with TT controls. I did have to pay for side rails, but all OK.
