A buddy of mine is interested in this truck. What are your thoughts on the condition and price?

If it's going to be a mud truck, not bad. $500-$1000 if it runs

If not pass to much rust

he's looking for a plow truck but alo a run to Home Depot for supplies truck. To make it street legal he would have to fix some of the rust

yeah thats not to bad parts are popular at junkyards for these trucks so he can easily get rust free parts if he finds them. i paid $1500 for my 2000 and the only savable body part that i didn't replace due to rust or beat condition was the cab, all the parts only costed me 600$ from my local junkyard. Not bad considering i basically but a whole body on it.
