3rd gen O2 sensor

I got my Dodge with no down stream o2. The wires might have been crossed but I finally dialed it in. I'm having an injector 3 code. Replaced it and ran the problem all the way to PCM. My live data is showing 0 volts to O2 sensors.At my fuse box. My O2 sensor fuse is only showing .9 of a volt. my fuel trims are at 0 for live data as well Any ideas

Did you check the O2 relay? Also there should only be 1 volt to the O2 sensor. They run between .1 and 1 volt.
