I'm new to Dodge trucks. But vehicles use the two O2 sensors to decide how rich to run the air/fuel ratio. It runs it rich until the O2 sensors show a significant difference (shows that the CC has heated up to operating temp). CC's work by getting really really hot, so they burn any unburnt fuel that makes its way to the CC. Some vehicles (Not speaking for these truck since I don't know) will stay running rich all the time.
And if you pass the computer test (no check engine light) and your area uses the ODBII port for emission testing, you will pass emission testing. But if they use a sniff test (where they stick a sensor into your tail pipe) you will fail even with no check engine light.
