No, they are not obliged to give you the PIN. FCA gives them permission to share it with a registered owner, but that doesn’t mean they have to, and they can charge whatever they want for providing the service. FCA also limits the dealer to the amount of times per day they can request PINs, so some might not give it out at all in case they have customers that day that need fobs programmed. You can hear all the testimonials you want about people easily getting their pin for free with no issue, but until you go to your particular dealer, you won’t know for sure.
