With what you've figure out so far it it either bad vac lines or te actuator itself so it's narrowed down pretty well.

Its been almost a year now with no 4x4. I discovered I had 2 low which was cool but not ok with me as the purpose of my ram is a foul weather beater truck...plus getting stuck is just embarrassing.
I replaced the 2 rusted metal vacuum lines running from the transfer case to the cad with rubber hoses and plastic connectors. Zip tied everything snug and boom 4x4 is back, $13 and about 30minutes.
A cheap short term fix anyone could do
Cool I love my truck but know it's on borrowed time so trying to keep the $$$ down or wife is gonna step in and put the hit out on it lol
