Ok had a short on the power wire got it fixed, its running but still surging. I don't know if this has anything to do with it but my lights dim and brighten in sequence with the surge.

Check your alt to see if it spins freely or test it to see if the power is jumping.

If you have a volt meter you can test the output of the alternator to see if it's constant or if it's fluctuating. If it's surging then I think I would take a closer look at the throttle body but I would probably try and rule out anything electrical first. Bad battery, bad battery cable, bad ground. I would just take the volt meter and start hunting around.
