5.9 Cummins losing power when first started

I have an 04 2500 with the 5.9 Cummins. When it's below normal operating temp. it loses power as if it was running out of fuel
Then about 30 secs. later it picks back up. It does this until temp gets to about 185. After it gets to this temp it still does it bit not as noticeale. It has new injectors and a fass 95 titum lift pump.

Totall baffled on this issue. Would appreciate any and all suggestion.

Not trying to shoo you away or anything, this forum just seems more focused on the gas engine.
