Bed Extender clips wont lock into tail gate?

I just got a bed extender for my new 2023 Ram 1500 Rebel. After assembling it and attaching it to teh truck, I notice the clips that are on the end of the cloth pieces do not lock into the tail gate. It seems like a silly problem, but I messed with it for about 10 minutes and could not figure out why. Is there any trick?
