I recently moved to snow country and understand my 2005 Ram with a Cummins has a block heater. This cord was located by the driverside headlight, is this for the block heater? upload_2021-2-26_14-7-1.png

The block heater is on the passenger side of the engine right around the back of the oil filter.ctdblkhtr.jpg
The block heater plug will have standard 3-prong plug that goes in the wall, the heater itself is 750 watts so most appliance timers can be used to turn them on/off a couple of hours before you head out.
If you don't have a cord on the heater, Geno's Garage carries them along with anything else for your CTD.

This cord I pulled out then might be a ambient temperature sensor.

Gary, you are right the cord you pulled is the ambient temp sensor.

Genos also has a cord that has a mounting bracket on it to attach to the bumper with a spring loaded door to cover up the plug inside the housing. Certainly looks better than a cord dangling. I keep thinking I might get one to replace the cord I have now, but its $50 and I don't really need it.

Unless the truck was ordered with the Cold Weather package, or whatever FCA calls it, it didn't come with the cord. The good news is that it does come with the block heater already in place on all trim levels of Cummins.

My 1500 EcoDiesel came with the block heater but no cord. I’m in Dallas but plan to head up north this Fall / Winter So I figured it was a wise investment. I ordered the cord and the all-weather port off Amazon for $35 shipped.

They make dummy plugs to cover the plug when not in use

We use Block heaters regularly. Most of us have an extension cord already attached to the plug and wrap the extension cord on the winch bumper etc so it is handy for use. Personally I have a extension cord holder that I can wrap a 25' cord on. Canadian Tire sells them, called Zerostart Extension cord holder. Can be mounted to the bumper or your grill..
