Cabin air filter question

Hello all,

I have a 2016 Ram 1500 Big Horn. I went to install the cabin air filter, and was pleased to see that the door for the filter was already there. I installed the filter no problem, but I noticed that the opening to the air intakes just below the windshield actually ends a few inches above the filter container, and is not a closed system. Is this how it is supposed to be? Is it just path of least resistance that gets air in from the outside? Or is something wrong here?

Could this be where the recycle/max ac air comes back into the system?
