Coolant help please

I removed the coolant outta the radiator removed all hoses removed t-Stat
Ran water through it and then put everything back here is the problem I'm having the dealer and manual told me that the rad holds 4gals

I don't understand my Ive been trying since 7:00 to get more then a gallon in there and it just won't take it I parked on hill left cap on for 20min put cap back on left for 20min drove the truck around
Put the AC on put the heater on can't get truck to take more then a little over a gallon HELP?

I think it's around 4 gallons for the whole system. Normally it's 2 gallons for the radiator.

Is the t-stat even opening? maybe time to bench test it on a stove in a pot with water and see if it opens.
