Cooling fan clutch voltage question

Good afternoon,

I am new to the group and came here hoping to find some help with a fan clutch issue. I was recently pulling a trailer when my water pump pulley broke off and took out my serpentine belt, crankshaft position sensor, and the wiring to my radiator fan clutch. Since then I have repaired everything but I am having troubles with my clutch. The engine will get warm when I sit and idle and the a/c with blow warm air. When I’m driving I have no problems as I am pushing air. I unplugged the wire harness and left to right I have these voltages, 2.6V, 0, 0, 5V, empty, and 13.6V. Does this look right to anyone? Does my fan clutch need replaced?
