Mine has done this before as well, usually when it's cold and wet outside. Something about a sensor under the seat being non-functional. Mine never turns on otherwise.

Do you have a bunch of heavy books or tools, etc. laying in the seat?

If so, it may "think" there is a body sitting there, and it is demanding they put a belt on. I think the sensors were rated at 40 lbs or something, if I recall, not sure on which model or year.

Empty the seat of the heavy stuff, or just buckle the empty seat up.

lol or go to the junk yard, cut a buckle from a truck and just plug that in, had a friend do that since the car would always yell at him for his dog sitting in the front seat.
