Fluttering headlights

Need help on a headlight problem. On a 2008 ram 1 ton the headlights (both beams) will intermittently start fluttering.
A new alt. Was installed but the problem still shows up. Two different reputable dealerships cannot come up with a solution, so I am counting on somebody in cyberspace to steer me in the right direction thx.

Couple of things:
Grid Heater cycling in cold weather, below 15°C
Both batteries been tested separately.
