New to Dodge trucks. I recently bought a nice and clean 2001 1500.

Living in Idaho, it's about time to add ballast in the bed for the winter.
Don't like the idea of carrying a few hundred pounds of weight for long periods of time, so I wanted to install an air bag kit.
I bought this kit, that I still need to install.

I also wanted to install a leveling kit and was looking at this one.

Was thinking of going with 3".
I then was wondering if I would need to add a small block to the rear, even though I know I can add just a little extra air to the bags to level it out.
I was under my truck yesterday and I noticed that there was already a 3 1/4 - 3 1/2 block already back there.
Is that normal from the factory?
Just wondering as most trucks I've owned over the years had the springs mounted to the axle and only had a block as an option when it was lifted.
