Technically you "can" drop Hids into your reflector headlights and it will be brighter but the scatter is horrible and oncoming traffic will not like you.
I ran this exact way for a few months before I did my projector retrofit but I didn't do a lot of night driving so it wasn't so bad. Plus mine had to be turned way down.
Opt7 makes an led kit for about $100 that is better than halogens but I can't say as to how much glare they put off.
If you're looking for some examples of the LED Opt7 Kit, have a look at my album. I have the single bulb lights so I'm not sure how the quad headlights would do, but it at least gives you an idea of what they will look like from a driver's perspective. I didn't have to turn my down too much. I've only be flashed once and that was because I was going uphill and the dude was in a low Honda or something so, he wasn't too happy..
As for back roads and highway driving, I've not had one problem with other drivers being blinded but I do like the output. Also, with these LED's, you might have to play with them a little bit to make sure the lights are absolutely vertical. If you decide to go this route, message me and I'll help you further with this.
