Headliner Disconnecting From Interior Roof

I have a 2000 Ram 1500 Laramie Crew Cab. The headliner fabric is fine, but the plastic piece that it is attached to seems to have slowly started to separate from the internal metal roof. It causes noise from the vibration and I can push with my hand a good portion of the interior headliner back up towards the roof. Not sure what this costs at a dealership to fix or if I can use liquid nails or something to try and reglue or attach it back to the roof. Not sure how I would apply that to the headliner in hard to reach places while it is still attached.

Local Dodge dealership service member actually tried to tell me this was intentional to reroute rain water etc.

Any advice on the easiest way to repair this?
