It's akin to some states requiring a front license plate. If you live in a state that doesn't require one, and drive to a state that does require one, you won't get a ticket for not having a front license plate.

I imagine they would treat that the same way different states here treat it. It's not a local vehicle and not subject to local regulations unless you're relocating there. If that's the case I would imagine you have a grace period to get your vehicle into compliance with local laws.

At least for my state, equipment requirements aren't affected by where the vehicle is registered. If your exhaust, ride height, tint, etc. don't conform you can be ticketed regardless. In practice, it's very unlikely to be an issue unless an officer needs a stopping charge for an investigative stop.

Front license plates are different, as the various state laws will have the requirement you were issued two. CA, for example:

(a) When two license plates are issued by the department for use upon a vehicle, they shall be attached to the vehicle for which they were issued, one in the front and the other in the rear.
(b) When only one license plate is issued for use upon a vehicle, it shall be attached to the rear thereof, unless the license plate is issued for use upon a truck tractor, in which case the license plate shall be displayed in accordance with
