What is the best way to go about fixing this, below the door, but not on the door itself.

Did the paint chip off? Is there a dent, or is it just missing the paint? It looks like the paint didn't adhere to the metal, and flaked off. Is it possible that area has had body work before?

You look to live in harsh environments, ever thought about color matched line x sprayed down on lower body portion?

^This, but you'll need a warm dry place that you can drip water on floor like heated garage. Paint doesn't do well below about 60 F. You can light soap and water affected area, but youre going to need to feather the edge and then build up multiple light coats over a few hours. Final top coat needs to be blended across properly prepped surrounding area to blend since touch up only gets close. Then color wet sand when dry before multiple clear coats, cutting compound buff the clear and anywhere sanding has matted out paint when dry. Polish buff if you have any swirls.
Watch a bunch of videos online before you do anything.

The good news is that if the paint repair isn't perfect it is in an area that wouldn't be highly noticeable.

color matched lines for the win, eliminates any issues in that area in the future and you get a lifetime warranty. The looks isn't for everyone though. It's much cheaper then paint and obviously a heck of a lot more durable. Im going to get the lower body lines of my sport done bumper-bumper. From here on out I'll have it done upon delivery from the dealer, Northern Canadian climate is just to nasty, rock chips all over if you don't do something

i would just do a color matched Line-x across that bottom area under the door, would toughen it up and give extra protection, and honestly it would probably be cheaper than to have the truck go to a body shop and do everything necessary to make it right, plus with your tires, this will happen again
