When I put a spark plug on the wire coming off the ignition coil and ground it no spark....
There is 12v on both the constant power and also on the trigger/signal wire is that normal?

If you have 12 volt on both terminals of the coil that is not normal while cranking or running.
If it is just sitting there, you might read battery voltage on both sides.

While just sitting there is 12v on both sides.

When I crank it I only have a multimeter to test it and I do not think it reads fast enough to read the signal.

So question is....
When key is off or in on position should I have 12v on both sides of the plug?

Try a different computer! If it all the sudden lost spark but fuel pump probably still works and obviously turns over then computer quit. Coil pickup maybe bad.
