Trailer brakes controller would be my guess. Probe the plug with a test light and see if it lights up when brakes and turn signals are on.

That looks like where a switch is in my '07. I have a switch there for power adjustable pedals. I would send a picture but I haven't figured out how to do that.

Not in a 3rd gen. Factory controllers didn't show up til the 4th gens.
