Lower ball joint cause hwy chatter?

my trucks been chattering on the hwy for quite some time now I just bought new tires had them balanced and got an alignment done and I get a chatter feeling on the hwy, I can feel it in the steering wheel and in the seat of the truck. the chatter isn't constant it comes and goes with difference speeds it seems. mechanic said my lower ball joint has some minor play in it would this cause chattering on the hwy? I spent enough money trying to figure out what this problem can be hoping you guys can help

Jack the truck up and spin the wheels. See if the hub bearings make any noise. They could be letting the rotor get into the brake pads. Either way you can see if anything has any play once the wheels are off the ground.
