Need help 96 ram 1500 won't start

This is my spare truck and I let it sit too long over the winter without starting or driving the truck now I'm having problems. It's a 96 dodge ram 1500 w the 5.9 v8 and I had it towed to a local shop and they said to replace the fuel pump so I did that and still won't fire. Now I have power to the fuse box under the hood but no power to the relays.... is there something else I'm missing like an oil switch or something that is cutting off power to the fuel pump relay. Thanks for the help
