Can you post some picks of how you have/had them. Everything is pretty straight forward

You don't need the harness with the ddm hids

Double check the low/high connection. It's possible that the pins on the adapter harness are bent or not seated properly.

It's not uncommon for the pins to bent just enough to not be seated

What happened to the other projector adapter harnesses you had?
Even though your quads worked fine check your factory connectors, I had to change all mine out due to corrosion (I'm in the salt belt too). I'd try seeing if they work without the Hids first, if you have the stock bulbs.

This is my ddm tuning HID kit.
Does the yellow rubber grommet plug plug into projector high beams, or low beams?

Looks like green is your high/low and black should be turn/park

This is only true if you will be stashing the ballast inside the headlight housing btw. If not, that jumper is how the wire passes through the grommet.

He's using oem projectors so he wouldn't need that connector

Ddm tuning plug only has two pins, factory has 3 pins.

You should have 2 connectors off of the retro shop adapters. One goes to the turn/park and the other goes to the high/low. The ddm connector goes to the low beam connector inside the headlights. So the plug you took off the bulb for the low beam plugs into the ddm kit

Again, only if the ballast is being installed inside the projector housing itself. If being installed outside the headlight, that jumper will need to be used.

You should have 2 connectors off of the retro shop adapters. One goes to the turn/park and the other goes to the high/low. The ddm connector goes to the low beam connector inside the headlights. So the plug you took off the bulb for the low beam plugs into the ddm kit

Correct, so I have two plugs coming off retro shop projector adaptors. When I plug those two connectors into my factory projectors, I either have parking lights, or headlights. Both won't work (this is without hid kit hooked up).
I think the retro shop adaptors are bad.

The section that has the resistors on it goes to the parking lights. If you haven't tried that yet do it

I have power going to the plug, but like I said, its either low beam or running lights that work. Not both.
I'm gonna call retroshop tomorrow.
