looking at 16 rebel 1500 4x4. it has air suspension, previous owner installed 35-12.50 / 20s on what are 9 or 10 in wide wheels. is it probrable he installed some sort of add on lift ? Or will tires that size fit on air suspension ? Looks like it has power steps also , thats not factory. Looking at truck for gear ratio. I think the wheels and tires off current truck will fit fine, 285/70-17 on 8 in wide wheels. Iwould appreciate any input.

I would be concerned about using the lower air suspension settings if the truck hasn't had a lift if running 35's. The entry/exit position sits quite low. I'd say it's likely that the previous owner lifted it.

Power steps could have been opted for at the time the truck was ordered for some years, so they very well could be factory. I'm not sure if they were something that could have been ordered on a 2016 though. Or they could also have been added after the fact. There are several brands out there. One way to tell is whether or not the switch for the suspension settings is present. Also look at the Uconnect settings. There will be settings present if they were factory installed.
