Yes, but I wouldn't jump to conclusions, unless you're rich. The voltage regulation, by extension, charging is controlled by the PCM. What exactly is it doing. Is there any voltage increase while running or is it giving nothing at all. Most of the Gen 2's i've seen have battery temp sensors that are used to determine battery charge rate. I'm not sure if a bad temp sensor could cause the charging system to completely fail.
