Not shift into 5or 6th gear

A while back my truck wouldn’t run garage said the room was bad replaced didn’t completely fix issue changed ecm before all this exhaust brake and trans shifted correctly after replacement of said parts will not shift past 4th and no exhaust anyone had this same issue where should I look

Sounds like the transmission is in limp mode, something it telling the transmission controller there's a problem internal to the transmission.
