If the wheels are both the same 10 inches wide the difference would be the -24 will stick out 12 more millimeters. 0.472 inches.
Black express wheels are 8 inches wide with a +19offset.

Exactly what Jerry said above. The -24 offset will simply stick out further than the -12 offset. This does play into fitment depending on what size tires and the amount of lift you have as well.
