Well, that's really easy then. Take your truck and the $20k budget and trade for a Hurricane equipped Ram. The SO is neck and neck with the SRT10. The HO will walk it.
I was gonna say this, but didn't wanna get into a flame war of hurricane vs hemi. lol

OP, you could spend that money and have a pretty cool truck with nice performance gains, or you could do what Doc said and have a brand new truck, slap a diablosport cat6 on it and have a 12 second 550+whp ride. Mine puts a smile on my face every time I drive it.

If somebody is concerned with 0-60 and quarter mile times, I think it's beyond intelligent debate the Hurricane is the motor to have right now absent significant tinkering. There are certainly unresolved questions as to longevity and durability, but so far so good.

The other, cheaper, option would be a stripper F-150 with the 5.0 then a Ford Performance supercharger or comparable Whipple. You're knocking around 700hp at the rear wheel in a lighter package and with a decent tire and driver people are reporting 11 second quarter mile times, but the OP wants off road performance as well and you can't have both at that level. Also, 700hp with regular ol' F-150 brakes and suspension is something that can get out of hand reaaaaaal quick. Fun on the strip, I'm sure, but the brake fade has to be insane if you're using that power on a road course on a 'real world' twisty fun time.
