Paint defect?!

I’m not sure if this is the right section. I noticed paint started to bubble on my driver side fender. I keep my truck clean always. Wondering if it’s a recall?

See what the dealer says - definitely not normal. My wifes Jeep Grand Cherokee had an issue on the hood where it looked like someone tried to swipe at something on the hood and then it was clear coated over. Luckily the dealer took the hood off another car and swapped out.
