Paint over Powder coat

I have Back Rack Bed Rails
New rails about 350/400$
Light rust at the welds front facing, Guess wind dirt blasting caused it lol
Anyone ever paint over Powder Coat Paint ?
Besides roughing the surface anything special to do ?
Or just get the sand blasted and start fresh ! 90$ US for the blasting !

I did my NFAB's again over the summer. The powdercoat on these is garbage.

I sanded and painted with box liner once before but that didn't last more than one winter so this year I scuffed them up and brush painted them with Tremclad semi gloss black.

Brush painting them was a whole bunch easier than masking, spraying, sucking in fumes and then removing overspray. I will see how they look next spring.
