2007 2500 5.9L. All other lights on my truck are working. Passenger side headlight Hi and Lo are both not working, but side marker/turn signal are working. Measuring voltage on the drivers side at the lamp connector, im reading a little over 12V on the white/blue wire and a little over 11 on white/green, when I turn on high beams these swap to 11 on white/blue and 12 on white/green. Passenger side im reading a little over 11 on the white/black and white/brown, these also swap when switching to high beam but still both only a little over 11V. Is a slight under voltage enough to prevent the lights from working? Where should I look next?

I'm suspecting a TIPM failure here unless you can locate a poor ground. The headlight grounds are located on the inner fender structure on each side like beside the battery.

I'm assuming that you have tried another bulb just to make sure, right?

Ok I will check out the ground. Yes I'm using all brand new lamps and tried swapping the drivers side lamp that was working but still didn't work. How can I trouble shoot the TIPM failure? Possible relay only used on that circuit?

The relays are soldered to the printed circuit board inside the TIPM. To properly diagnose the TIPM you will need a scan tool. If you do not have access to a scan tool then another truck like yours is the next best thing. If any of your buddies or family have a truck from 2006-2008 then you can use it to test and compare it to yours.

So if it is the TIPM then the entire circuit board needs to be replaced I'm assuming? I don't have any engine codes at the moment but I will swing by auto zone and borrow their scanner. Grounds are in good shape as far as I can tell

If there is a failure inside the TIPM it will require a replacement or you can send it off for repairs. There are a few companies who specialize in these types of repairs and they are reasonably priced.
