Where does this aluminum bar go? I do not see a need for it. What am I missing?

It goes up inside the opening on the bottom side of the hood. Your black plastic piece has two long bolts that thread into the machined openings on the ends

The bar itself is part of the installation of the hood scoop. Removing it will allow the scoop to deform some
