Hard to tell from picture. I had same issue, and inserted new nutserts in without and issue. Hammer flat the existing holes and see how loose they are. then try one and see if it comes out easy.
I would use a grinder to clean something like a 2 X 5 inch area on the area where the nut certs go.
Then get some scrap metal & weld it to frame
you could weld nuts to the scrap metal, so that you don't need nutcerts at all
That’s why I reinforced my homemade steps to factory holes in the pinch weld under the rocker. If mine get ripped off the whole rocker is screwed. Plus the main beam is 2” square tube 1/8” wall and 1/8” angle across the inside of the factory step mounts. 6 bolts in the factory locations plus 6 through the pinch weld. Next step is true sliders and a full belly skid. if I could find someone to weld aluminum for me I would do the belly skid.
