rust on painted bumper

im on my 3rd ram 1500 and bought this one with painted bumpers. they look good but after 3 yrs the rear bumper is getting a lot of rust. can these bumpers be repaired or is it best to just buy a new bumper.

You can get sand blasted and then coat them with bed liner or powder coat

They can be repaired as stated above ^^^, but you might want to check the cost of replacement vs refurbish.
