Shifter Steering Assembly

My brother just purchased a new 2020 Ram 3500. Under the rear seat he found a new Steering Shifter Assembly in a plastic bag.
Contacted the selling dealer the have no knowledge of why it was in the truck.
Any ideas?

Maybe the dealership was using the truck as a parts runner, and that part was forgotten in the truck? Other than that I have no idea. How many miles were on the truck when he took delivery?

10 miles and the part was under the back seat.
